Do the Inland Revenue reapy you tax from a previous year,if your earning are less the following year?

I am referring to self essment taxation.Suppose in 07/08 you earnt �10,000 and in 08/09 earnt �5,000.Would you be refunded some of the tax you paid in year 07/08 for the year 08/09 ?
