IF Mexico werent corrupt, would it be first world?

Would it be rich enough to be first world? and wouldnt it be a good idea to invade it and overthrow the bad govermentb like in Iraq...maybe the 12m lillion are morle like refugees from an evil regime than illegal aliens?
