Why not universal legal care?

Seems like more Americans are engaged in criminal activity these days and more average citizens are in need of legal services, which are extremely overprices (upwards of $200 an hour and more), so why is it that the lawyers/politicians are clamoring for universal health care but no one is looking to help a brother out with universal legal care?
